No — this tool extracts the first frame and saves it as a static WebP image. Browsers load an animated GIF's first frame onto a canvas, so that's what gets converted. If you need to preserve the motion, use an animated-WebP encoder instead; for a static, much smaller poster image, this is exactly the tool.
